children who drink little or no milk: fortified milk is the main dietary source in Canada, so a child who skips it has almost nothing else coming in.
kids who fight a dropper: a berry and peach chew is a different negotiation from liquid drops, and a dose only counts if it actually gets taken.

Look elsewhere if

babies and toddlers under three: liquid D3 drops. They dose the smaller amount an infant needs and remove the chewing and choking issue that gummies bring at that age.
an adult using it as their own vitamin D: adults commonly aim at 1000 to 2000 IU, which is two or three of these plus their sweeteners. A single 1000 IU adult D3 softgel is cheaper and simpler.
